On June 4, 2026, Prime Minister Mark Carney unveiled Canada's national AI strategy: more than $2 billion in federal investment, a target of 250,000 new jobs by 2031, and a stated goal of closing the "AI adoption gap."
The strategy targets the wrong problem.
Independent research consistently finds that 70–80% of enterprise AI projects fail. Almost none of those failures are adoption failures. The companies adopted AI just fine. They failed at execution — ownership gaps, sequencing errors, attribution failures, governance breakdown.
A federal program that subsidizes faster adoption without addressing execution architecture will produce more failed AI projects, not more successful ones. Mid-market Canadian operators who chase the new incentive funding without first auditing their execution capacity will be the most exposed.
This is Strategic Planning failing at the national level. When the strategy targets adoption and the actual failure mode is execution, the strategy is solving the wrong problem at scale.
